I’m grateful that the newly proposed Downtown Building Incentive Program (DBIP) was approved by the Common Council. This new program represents an important step toward preserving the character of our downtown while fostering reinvestment, supporting small business growth, and enhancing the quality and vitality of our commercial buildings.

The DBIP provides a 1:1 matching grant which provides $1 in City funds for every $1 in private investment up to $50,000 for eligible projects. Improvements may include façade renovation, roofing, HVAC upgrades, electrical and plumbing work, insulation, structural repairs, and ADA-related enhancements. All improvements must support long-term building longevity.

Buildings must be at least 50 years old and non-tax-exempt. Properties with outstanding taxes or unresolved violations cannot receive funding. Projects must use licensed contractors, follow all permitting requirements, and submit at least two bids for the proposed work.

The Downtown Building Incentive Program is designed to increase investment in downtown buildings, preserve historic structures, and strengthen the overall vitality of Menasha’s central business district. The program seeks to leverage private capital alongside City funds, grow the number of businesses operating downtown, and support projects that directly contribute to the long-term health and preservation of older commercial buildings.

$150,000 in TID funding was approved in the 2026 City of Menasha Budget for this program.
